<br />. <br /> <br />-63- <br /> <br />and enforced for the same purpose by each Section <br />of the Commission with respect to the areas and <br />borders of such parts of those lakes as lie within <br />its territory. Neither Government shall use for <br />military purposes such water surface situated within <br />the territory of the other country except by express <br />agreement between the two Governments. <br /> <br />ARTICLE 19 <br /> <br />The two Governments shall conclude such spe- <br />cial agreements as may be necessary to regulate the <br />generation, development and disposition of electric <br />power at international plants, including the neces- <br />sary provisions for the expert of electric current. <br /> <br />ARTICLE 20 <br /> <br />The two Governments shall, through their re- <br />spective Sections of the Commission, carry out the <br />construction of works allotted to them. For this <br />purpose the respecth'e Sections of the Commission <br />may make use of any competent public or private <br />agencies in accordauce with the laws of the respec- <br />tive countries. With respect to such works as either <br />Section of the Commission may have to execute ou <br />the territory of the other, it shall, in the execution <br />of such works. observe the la,,'s of the place wher~ <br />such works are located or carried out. with the ex- <br />ceptions hereinafter stated. <br /> <br />All. materials, implements, equipment aud re- <br />pair parts intended for the construction, operation <br />and maintenance of such works shall be exempt <br />from import and export customs duties.
