<br />-43- <br /> <br />structed simultaneously. The lowest major interna- <br />tional storage dam shall be completed within a <br />period of eight years from the date of the entry into <br />force of this Treaty. <br /> <br />The construction of the dams and other joint <br />works required for the diversion of the flows of <br />the river shall be initiated on the dates recom- <br />mended by the Commission and approved by the <br />two Governments. <br /> <br />The cost of construction, operation and main- <br />tenance of each of the international storage dams <br />shall be prorated between the two Governments in <br />proportion to the capacity allotted to each country <br />for conservation purposes in the reservoir at such <br />dam. <br /> <br />The cost of construction, operation and mainte- <br />nance of each of the dams and other joint works <br />required for the diversion of the flows of the river <br />shall be prorated between the two Governments in <br />proportion to the benefits which the respective coun- <br />tries receive therefrom, as determined by the Com- <br />mission and approved by the two Governments. <br /> <br />ARTICLE 6 <br /> <br />The Commission shall study, investigate, and <br />prepare plans for flood control works, where and <br />when necessary, other than those referred to in <br />Article 5 of this Treaty, on the Rio Grande (Rio <br />Bravo) from Fort Quitman, Texas, to the Gulf of <br />Mexico. These works may include levees along the <br />river, floodways and grade-control structures, and <br />works for the canalization, rectification and arti- <br />ficial channeling of reaches of the river.
