<br />-39- <br /> <br />agree to give preferential attention to the solution <br />of all border sanitation problems. <br /> <br />II-RIO GRA~<DE (RIO BRAVO) <br /> <br />ARTICLE 4 <br /> <br />The waters of the Rio Grande (Rio Bravo) be- <br />tween Fort Quitman, Texas, and the Gulf of Mexico <br />are hereby allotted to the countries in the following <br />manner: <br /> <br />A. To Mexico: <br /> <br />(a) All of the waters reaching the main channel <br />of the Rio Grande (Rio Bravo) from the San Juan <br />and Alamo Rivers, including the return flow from <br />the lands irrigated from the latter two rivers. <br /> <br />(b) One-half of the flow in the main channel of <br />the Rio Grande (Rio Bravo) below the lowest major <br />international storage dam, so far as said flow is not <br />specifically allotted under this Treaty to either of <br />the two countries. <br /> <br />(c) Two-thirds of the flow reaching tl1e main <br />channel of the Rio Grande (Rio Bravo) from the <br />Conch os, San Diego, Sail Rodrigo, Escondido. and <br />Salado Rivers and the Las Vacas Arroyo, subject to <br />the provisions of subparagraph (c) of paragraph B <br />of this Article. . <br /> <br />(d) One-half of all other flows not otherWise <br />allotted by this Article occurring in the main chan- <br />nel of the Rio Grande (Rio Bravo), including the <br />contributions from all the unmeasured tributaries, <br />which are those not named in this Article, between <br />Fort Quitman and the lowest major international <br />storage dam. <br /> <br />~. <br />
