<br />Water Quality Standards for
<br />Salinity, Colorado RIver System,
<br />contains a summary of agency
<br />and unit activities and most of the
<br />Information gathered during the
<br />1987 Joint evaluation, This report
<br />does not duplicate that material,
<br />The 1987 Review was prepared by
<br />the Colorado River Basin Salinity
<br />Control Forum (Forum) and

<br />ASSUMPTIONS
<br />
<br />The 1987 evaluation was
<br />prepared using updated and
<br />adjusted data to more accurately
<br />compare the program Information
<br />of the Department of the Interior
<br />and the Department of Agriculture,
<br />All costs were updated to January
<br />1987 and Interest or discount rates
<br />(8 7/8 percent) have been adusted
<br />to the same base, Repayment
<br />analysis for the Lower Colorado
<br />
<br />8273.100.40
<br />
<br />River Basin Development Fund
<br />was based on the current 1987
<br />rate of 7 1/2 percent Interest rate
<br />for the years 1987 and beyond,
<br />The base condition for the
<br />CRSS (Colorado River Simulation
<br />System) computer model evalu-
<br />ation assumes no funds expended
<br />
<br />on salinity control beyond those
<br />already spent on Grand Valley,
<br />Meeker Dome, Uinta Basin, and
<br />Las Vegas Wash, These projects,
<br />or portions thereof, are currently
<br />removing approximately 141,000

<br />
<br />Kenneth A, Pitney has been
<br />selected the USDA Basin Coordi-
<br />nator for the Colorado River Basin
<br />Salinity Control Program, effective
<br />February 1, 1988, He fills the posi-
<br />tion vacated by Bill Evans and will
<br />be housed In the Bureau of
<br />Reclamation's salinity coordination
<br />office,
<br />Mr, Pitney currently serves as
<br />Assistant State Conservationist
<br />(SCS), for the U,S, Department of
<br />Agriculture. Denver, Colorado, He
<br />has staff responsibility for the SCS
<br />programs In Colorado, From 1977
<br />to 1979 he was on assignment to
<br />the Environmental Protection
<br />Agency Regional Office In Denver,
<br />There, he provided assistance to
<br />EPA and water quality planning
<br />agencies In 6 states for prepara-
<br />tion of 208 Water Quality Manage-
<br />ment Plans,
<br />Prior to 1977, Mr, Pitney served
<br />the Soli Conservation Service In
<br />the states of Maryland and Nebras-
<br />ka, and In Durango, Colorado, He
<br />served two years In the Armed For-
<br />ces assigned to an Air Force
<br />Engineer Battalion,
<br />

<br />Kenneth A, Pitney
<br />
<br />Mr, Pitney holds a B,S, degree
<br />In Soli Conservation from the
<br />University of Nebraska (1959) and
<br />a Master of Public Administration
<br />from Harvard University (1974),
<br />Mr. Pitney was raised on a farm
<br />In southern Nebraska and has
<br />been a heavy equipment operator
<br />for a conservation contractor, He
<br />Is married, lives In Lakewood,
<br />Colorado, and has one daughter,
<br />
