Cooperative Agreement executed in 1989 between the Bureau of Reclamation and a <br />private venture group for a combined cogeneration and desalination facility, <br /> <br />. Project stalled after negative public reaction to proposed urban site and cogeneration, <br /> <br />. Aqua-Chem. Inc.. in 1993. negotiated an option on the Cooperative Agreement <br />assignment with a former venture partner providing exclusive right to develop project. <br /> <br />. Aqua-Chem subsequently proceeded to: <br />_ resume project development, eliminating cogeneration from the project; <br />_ review alternate sites, anticipating a new non-urban site; <br />_ propose a desalination-only project plan to Glenwood Springs City Council; <br />_ receive Resolution from City to support project and negotiate land lease option: <br />_ obtain broad-based support from Colorado water interests, <br /> <br />CURRENT STATUS: <br /> <br />. Economic and technical presentation by Aqua-Chem and the Colorado members to <br />Salinity Control Forum (SCF) in October, 1993, gained support of the seven-state Forum <br />with directives to continue working with BOR to find an economically viable solution to <br />enable this privatized project to continue moving forward, <br /> <br />. Economic evaluations indicate the 1989 Cooperative Agreement must be amended to <br />increase federal salt recovery fees (reflecting increased costs and loss of cogeneration <br />revenue) and to update outdated administrative references such as the project timeline, <br />project description and other similar references, <br /> <br />. Revenue shortfall approximately $2 MM per yr under current Cooperative Agreement fee <br />schedule depending upon ability to qualify for and obtain low interest loans from Colorado, <br /> <br />. Colorado SCF members working with Aqua-Chem in all aspects of project development. <br /> <br />CONGRESSIONAL ACTION: <br /> <br />. Authorization and appropriation for Glenwood Springs desalination project. <br /> <br />MARCH 1994 <br />
