A possible exception to this <br />recommendation is when evidence shows that higher winter flows will be <br />necessary to ensure attainment of spring through fall flows. If, under <br />certain circumstances, ice formation does not occur or specific research <br />flows are not requested, water releases from FGD will depend on <br />constraints of Reclamation agreements with the State of Utah or the need <br />to release more water during high water years.
