Initially, the non-point source program will not be
an aggressive control program, Rather" it will emphasize
problem identification and analysis of demonstration areas.
A more aggressive policy (e.g., permitsyand model State laws)
will be followed in later years. This .i?rograrnrequires ex-
tensive coordination within the Federal Government, e.g.,
among the Soil Conservation Service, Housing and Urban
Development., . Department of Transportation,. Department of
Agriculture, and the Department of the Interior.

The ocean durnping'program will emphasize permit
issuance on major.toxic and hazardous substances known to
be detrimental to marine life. Appropriate process and
effects research will be conducted to understand the .con-
sequences of .other pollutants dumped.
