<br />fore tailored to this strategy. By the end of 1973, final
<br />effluent guidelines for 34 major industries will have been
<br />promulgated for use, by State and Federal permit authorities,
<br />including guidelines for 3 industries which are scheduled for
<br />advance appearance in April. A standard of secondary treatment,:,;
<br />for municipal treatment works is scheduled for completion in ,::.,':'.
<br />'February. Other, ~pretreatment and user charge regulations are',,',
<br />being developed to support permits to municipalities. A major'
<br />research effort into fresh and salt water quality criteria will
