Lines 97-100. This bullet is additional explanation in paragraph form and should not be formatted
as an indented bullet statement. The paragraph could be deleted as it is information from public
scoping meetings generally accounted for under line 76, or it could be placed to the left-hand margin
as a paragraph of explanation if Reclamation feels it is significant enough to keep in the DEIS.
However, if kept, the DElS should recognize that whiie attempts may be madt: lu lJIiJiiiiiize or
mitigate adverse impacts of Navajo Dam operations on incidental recreation, fish and wildlife, and
hydropower generation benefits provided by Navajo Dam and Reservoir, the dam operations must
provide protection of the primary authorized purposes of the Navajo Unit.

Line 97. Ifkept in the DElS, insert ", secondary to the above criteria," following "alternatives", and
insert "downstream" following ":".

Line 99. lfkept in the DElS, replace the first comma with ";".

Line 100. Ifkept in the DEIS, replace "recreation" with "minimizing or mitigating adverse impacts
of alternative dam operations on fish and wildlife, recreation and hydropower generation benefits."

Line 120. Insert "tailwater" preceding "trout".

Lines 124-125. Insert "the following" following ",", and replace "developed following a threshold
screening for their ability to meet Flow Recommendations and Navajo Unit purposes" with
"formulated". If ability to meet the Flow Recommendations criteria and Navajo Unit purposes was
a threshold screen, decommissioning and breaching Navajo Dam should never have been formulated
or developed as an alternative.

Line 127. Replace "Historical" with "1973-1991 Period Historic".

Line 139. References in the ADEIS to an alternative to decommission and breach Navajo Dam
should be deleted from the DEIS as it is a concept that should never have been formulated and was
never really considered because it is outside the scope of modifications to dam operations. Removal
of the dam clearly would not meet the need to fulfill the purposes and functions of Navajo Dam.

Line 155. Insert "direct flow" following "senior".

Line 161. Replace "Historical" with "Said".

Line 170. Replace "; thus" with ". Thus".

Lines 171. Replace "existing conditions, but it would represent a continuation of conditions" with
"the conditions that have existed during the test flow period over the past ten years, but it would
represent conditions that occurred historically".

Line I 72. Replace "(historic period). Generally, in this scenario" with ". Generally, under this
aI ternative,".

15

00755
