The Council appreciates the effortS the agencies have made to keep the Council <br />inforrnedas to the organizational changes that have occuITedoverthe year. The Council encourages <br />(,:) the agencies to inform the Council of any additional changes at the earliest possible date. <br />~ <br /> <br />;,,,:, <br /> <br />W The Council subscribes to the implementation plan described in the 1999 Review. The Council <br />continues to be concerned that insufficient funding is being requested by the federal agencies. This <br />lack of funding continues to cause delays in the implementation of salinity control reduction <br />measures. These measures, when in place, will provide substantial benefits to Basin water users in <br />the United States and Mexico. It is imperative that the federal agencies request from Congress the <br />funds necessary to cany out the salinity control activities set forth in the 1999 Re\;ew. <br /> <br />Bureau of Reclamation (Reclamation) <br /> <br />The Basinwide Program continues to move successfully ahead by pro\;ding cost.etfective projects <br />that control salinity. With the increase in the cost ceiling provided by Congress in 2000, it is <br />expected to do so for many years. <br /> <br />The Council continues to be concerned that a computer model to be used to predict salinity trends <br />into the future is not available. In the past. this model has been a key element in developing the <br />salinity control Plan of Implementation. The Council recognizes that a considerable amount of <br />time and effort has been expended on the preparation of an updated model but until the ta<ik is <br />completed this tool is of no value. The Council feels that the model used to make those predictions <br />must be as accurate as possible. In the past, Reclamation's effons have. in part. focused on software <br />development_ However, the data used to run the model are key to accurate forecasts and have not <br />receivedsuITicient attention to date. The Council recommends that Reclamation make every effort <br />necessary to ensure a reliable model is developed. <br /> <br />The Council recommends in the Management and Budget Recommendations portion of this report <br />that the Reclamation ponion of the federal program be accelerated to reduce downstream damages <br />and to fUrther reduce the possibility of excursions above the numeric criteria The Council requests <br />that Reclamation ask for an increased appropriation in FY 1003 and FY 2004 as ShO\\l1 in Table 1 <br />of this report. <br /> <br />] <br /> <br />COLORADO RJI F.R BASIS SAll.\7Tr CO....TROL A/)~'IS0R}, CO[iSClL <br />
