<br />]001 ADI"lSORrCnl1XClL REPORT <br /> <br />BACKGROUND <br /> <br />':::' <br />..... <br />I\:, <br />.. <br /> <br />The Colorado River Basin Salinity Control Advisory Council (Council) \vas established pursuant <br />to Section 204 of Public Law 93-320, the "Colorado River Basin Salinity Control Act of 1974" <br />(Act). The Secretaries of the Departments of the Interior (Interior) andAgriculture(Agriculture} and <br />the Administrator of the U,S. En,,;ronmental Protection Agency (USEPA) originally approved a <br />charter for the Council on February 6, 1976 It was revised on June 22, 1976 and has been renewed <br />biennially. A copy of the Advisory Council Charter is included as Attachment A <br /> <br />The Council is comprised of up to three members from each of the seven Colorado River Basin <br />States. Governors of their respective states appoint the members. The Council membership list is <br />included as Attachment B. The Council is to "advise the Secretaries of the Departments of the <br />Interior (Interior) and Agriculture (Agriculture) and the Administrator of the Environmental <br />Protection Agency (EPA) on all matters relating to efficient and timely planning and execution of <br />salinity control measures and procedures specified in the Colorado River Basin Salinity Control Act <br />(Public Law 93-320. Title ll, as amended by Public Law 98-569)," <br /> <br />Advisory Council membership is similar to the membership of the Colorado River Basin Salinity <br />Control Forum (Forum), The Forum is an organization created in 1973 by the seven Colorado River <br />Basin States for the purpose of fostering interstate cooperation and to provide the states with the <br />information necessary to comply with the \Vater Quality Standards for the Colorado River and <br />Section 303 of the Clean Water Act <br /> <br />This report pro\;des annual recommendations to the federal agencies concerning the progress oflhe <br />Salinity Control Program and the need for specific actions by involved federal agencies. This report <br />comments on the actions taken by the federal agencies through December 31. 2001, <br /> <br />The report does not contain a full description and analysis of the Salmity, Control Program. Readers <br />who are not familiar with the Salinity Control Program are referred to Quality of Water, Colorado <br />River Basin, Progress Report No, 20, January 2001. and the 1999 Revie\\-', Water Qualiry Standards <br />for Salinity, Colorado River s.vstem, June 1999 and Supplememal Report, October 1999.
