<br />The Council shall be knov.m as lhe Colorado River Basin Salinity Control Advisory Council <br />The COWlcil \\ill advise the Secretaries of the Departments of the Interior (Interior) and Agriculture <br />(Agriculture) and the Administrator of the Environmental Protection Agenc)' (EPA) on all matters <br />relating to efficient and timely planning and execution of salinitv control measures and procedures <br />specified in the Colorado River Basin Salinity Conlfol Act (Public Law 93-320. Tille II. as amended by <br />I'ubhc Law 98-569). <br />The Council shall remain active through the planning and construction of the features authorized under <br />Title II which are projected to the year 2015 <br />The Council shall repon to the Secretaries afthe Interior and Agriculture and the Administrator ofEPA. <br />The Bureau of Reclamation (Reclamation) shall coordinate the support activities for the Council. <br />The Commissjoner of Reclamation. or his representative. shall act as the Designated Federal Official <br />for the CounCIL <br />The COlUlcil shall serve in an advisory capacity only and shall: <br />a Recei\"e reports from the Secretary of the Interior on the progress of the salinity control program <br />and reVIew and comment on said reportS. <br />b. Provide advice through review and comment on progress. plans. research. and related salinity <br />control activities conducted under Title II. <br />c, Serve a liaison function betv.:een the Basin States.lnlerior. Agriculture. and EPA. <br />d. Recommend to the Secretaries of lhe Interior and Agriculture. and the AdminiSlrator of EP A the <br />study of new projects. techniques. and methods that may facilitate salinity control in the basin. <br />The estimated annual operating expenses are expected to be less than $5.000 per vear. including the <br />tra\"e1 and per diem of some Council members and Interior employees while attending meetmgs and <br />other scheduled activities of the Council. and for expenses incurred in the recording and <br />reproduction of the minutes. reports. nOlices. etc. There are no FTE allocated as staff support. <br />There will be no Federal financial support for Council members \vho are emplovees of State or local <br />governments. Travel costs and reI' diem will. however. be paid to pri\"ate ciiizens \'lith such <br />payments to be governed by the Federallravel regulations. <br />!\--1embership on the Council is specified in the authorizing statute as being comprised of no more than <br />three representatives from each of the seven Basin States (Wvoming. Colorado. Utah. !\'ew Mexico. <br />Arizona. Nevada. and California) The representatives will serve afthe discretion of the Governors <br />ofth~ States involved. v.ith the membership balanced in terms of points of view represented and <br />functtons 10 be performed. <br />The Council is expected to meet. to review program activities and conduct related business. no less than <br />once a Year. ~lth other meetings called as deemed necessary by the Councilor the Designated <br />Federar OffiCial. <br />The duties and functions of the Council will extend bevond the termination period of the chaneI' because of the <br />timeframe for the planning and construction o(the Title II features. as required by section 14 (a)(2) of <br />the Federal Advisory Committee Act, 5 USe.
