It is anticipated <br />that all or nearly all flood plain regulations will re- <br />sult from cooperative efforts and action by the <br />local communities and the Resources Council. <br />A study of the Iowa River and local tributaries <br />at Iowa City was made by the Resources Council in <br />1960 and regulations based thereon were adopted <br />by the City in 1962 as part of its comprehensive <br />zoning ordinance. The ordinance permits only <br />open-type uses in the channel and overbank areas <br />needed for conveyance of a flood of selected mag- <br /> <br />nitude and, in those flood plain areas not needed <br />for conveyance, permits development consistent <br />with the adjoining use district provided the area is <br />filled 10 a specified elevation corresponding to the <br />water surface elevation of the design flood. <br />Flood plain information studies are completed <br />or underway for several other areas of the state <br />and il is anticipated thaI additional flood plain <br />zoning ordinances will be approved and adopted as <br />the technical bases therefor become available. <br /> <br />Zoning Ordinance for Iowa City <br />Adopted July 26,1962 <br />ARTICLE VI. Yalley Otannel and Yalley Plain Zone Use Regulations <br /> <br />Section I. Premises in the Valley Channel Zone shall <br />not be filled with any material nor shall any structure be <br />built that will cause an obstruction to the conveyance of <br />J flow of 25,000 cfs in the Iowa River measured at the <br />Iowa City Gaging Station. <br />Section 2. Premises in the Valley Channel Zone shall <br />be used for the following purposes only: <br />I. Farms, truck gardens and nurseries, provided that <br />no farm shall be operated publicly or privately for the <br />feeding or disposal of garbage, rubbish, or offal. <br />2. Parks, playgrounds, golf courses, and commercial <br />or private recreational areas. <br />3. Preserves and reservations. <br />4. Other similar open uses. <br />Section 3. The Valley Plain Zone shall include prem- <br />ises which are subject to inundation at or below an eleva- <br />tion for a .particular area as shown on the zoning map of <br />Iowa City, Iowa, said inundation being due to a flow of <br />25,000 cfs in the Iowa River measured at the Iowa City <br />Gaging Station. <br />Section 4. For the uses and purposes set forth in Article VI, <br />Section 2. <br />2. Premises in the Valley Plain Zone also may be <br />used for the purposes specified for the residential, com- <br />mercial, or industrial district in the particular zone. . . . <br />3. The uses permitted in Section 4, subsection 2 of <br />this article are subject to the following: <br />a. No building or structure or any portion thereof <br />shall be erected unless the finished surface of the ground <br />is higher than, or is raised by filling, to the elevation <br />shown for the particular area on the zoning map. <br />b. No first floor or a basement floor, nor a cellar <br />floor or any dwelling or other building shall be con- <br />structed at an elevation lower than the elevation shown <br />for the particular area on the zoning map. <br />Section 5. All regulations of the ordinance as regards <br />performance standards, additional use regulations, height, <br />yard, area, offstreet parking, accessory use and fe.nce <br />regulations, shall apply to the particular zone of the <br />VaHey Plain Zone as they are identified in Section 4, sub- <br />section 2 of this Article. <br /> <br />Flood-plain zoning permits. use of areas along <br />the Iowa River.
