<br /> <br /> <br />o <br />. -) <br />-- <br />, ':) <br />-.l <br />~. <br /> <br />The suggested program was divided into two categories; Land Treat- <br />ment ~d Management and Upstream Flood Prevention. In formulation of <br />the land treatment and management part of the program a distinction was <br />made between that portion which is "water related" and that portion <br />which ;is "associated." The water related portion is that which has <br />significant effects on the water resource. The associated portion is <br />primarily production oriented. The upstream flood prevention program <br />wascortsidered totally water related. <br /> <br />Land Treatment and Management <br /> <br />The land treatment and management program includes water related <br />practices and measures which improve the quantity, quality, and timing <br />of runoff; reduce erosion and sediment production; and improve the <br />efficiency of irrigation water use. The associated practices and <br />. measures' are needed to meet the requirements for production of food and <br />fiber. <br /> <br />The:suggested program represents a composite level program which <br />reconcil~s environmental protection, and production objectives. It is <br />necessary.to satisfy the projected requirements and insure the improve- <br />ment of production of all resources and uses from water and related <br />land on a sustained yield basis. <br /> <br />As the plan was formulated esthetic values and environmental <br />factors were of primary consideration.
