<br />, <br /> <br />February 13, 1998 <br />Page 4 <br /> <br />1401 <br /> <br />. <br /> <br />Non-Irrigation Season Stock Water Allowance <br /> <br />The current Operating Principles provide an allowance for non-irrigation season stock water purposes <br />of "not more than five second feet or its volume equivalent", The 1996 Bureau Report states that <br />since initial operation of the Project, the Purgatoire District has made the stock water releases at higher <br />rates of flow for a short duration oftime for more efficient filling of stock water ponds. <br /> <br />The proposed amendments to Article IV - ,o.2(a) would eliminate the 5 cfs flow rate limit, and allow <br />releases up to 1,200 acre-feet per season at a rate up to but not exceeding the daily rate of reservoir <br />inflow. We agree that it likely is more efficient for the Purgatoire District to make stock water <br />releases at higher flow rates of shorter duration, and do not see any reason why downstream Colorado <br />water users should be concerned about this amendment. <br /> <br />We appreciate the opportunity to assist you in this matter. Because the time available for our review <br />of the proposed amendments was relatively short, it may be possible that we will identify additional <br />issues after giving these matters more thought and receiving comments from water users.
