We have also reviewed the Bureau of Reclamation <br />report titled "Review of Operating Principles, Final Report", dated December, 1988 (hereinafter "the <br />1988 Bureau Report"), and the Bureau of Reclamation report titled "Review of Operating Principles <br />and Project Operations, Final Report", dated December, 1996 (hereinafter "the 1996 Bureau Report"). <br />The objective of this review was to identify issues that may be of concern to the District 67 Ditches <br />and Fort Lyon Canal Company. <br /> <br />The proposed amendments to the Operating Principles include three primary changes to the way the <br />Project has been operated: <br /> <br />I, Explicit acknowledgement that the senior direct flow rights of the Project ditches can <br />be stored in the designated irrigation capacity of the reservoir during the non-irrigation <br />season and not counted against the 20,000 acre-feet that can be stored under the Model <br />storage right. <br /> <br />2, Addition of municipal and industrial uses to the previous irrigation uses of project <br />water. <br /> <br />3, Change of the stock water allowance during the non-irrigation season from a specified <br />rate of flow of 5 cfs to a volwne of no more than 1,200 acre-feet. <br /> <br />There are additional changes proposed, but we believe these three are the ones that create potential <br />. concerns to downstream Colorado water users, Each of these issues is discussed below. <br />
