I received a carbon copy of a letter to Mr. Eugene Aiello, President, <br />Purgatoire River Water Conservancy District. from you enclosing amendments 10 the Operating <br />Principles for TrinIdad Dam and Reservoir Project. The lelter concluded with the statement. <br />"Redamation will implementthe amended Operating Principles on November 1. 1997. whether <br />or not all sign'atory parties have signed the Operating Principles." (Emphasis supplied.) <br /> <br />,,' <br />", <br /> <br />This statement is of llXIreme concem to Kansas. Condition No. 2 to the Operating <br />Prindples for the Trinidad Dam and Reservoir Project provides.
