Trinidad Dam and Reservoir Project, Colorado <br /> <br />Dear Mr. Pope: <br /> <br />This leuer responds tl) our November 21, 1997, telephone conversation rcgarding proposed <br />amendments to the Trinidad Operating Principles, J am willing to adopt "in principle" the <br />amendment allowing the City of Trinidad to change the use ofits project water from irrigation to <br />municipal and industrial purposes. Adoption "in principle" reOects conditions Kan.a. i. currently <br />discussing with the city. We have not evaluated the efti:cts of the proposed conditions. and will <br />not sign the amendment until our requirements relating to contractual changes and National <br />Environmental Policy Act compliance are completed. <br /> <br />In addition to the city's amendment, we also discussed the remaining amendments to the operating <br />principles (proposed in the enclosure to lilY November 4, 1997, letter), I hope that Kansas can <br />adopt all the amendments, If this is not feasible by the Compact meeting on December 9, I <br />encourage Kansas to adopt as lIIany of the amendments as possible.
