<br />SECTION. 1. (a) The Secretary of the Interior is authorized to construct, OJ
<br />~:rate, and maintain the Closed Basin Division, San Luis Valley project, Ooloradl
<br />including channel redti1ication of the Rio Grande between thi:' uppermost point (
<br />di:scharge into .the river waters salvaged by the project, and the Colorado-Ne'
<br />Mexico State line, so as to provide for the carriage of water so salvaged withOt
<br />fuoding of surrounding lands, to minimize losses of wate-rs through evapor~
<br />tion, transpiraJtion, and seepage, and to provide a conduit fQr the reception c
<br />waters salvaged by drainage projects undertaken in the San Luig Valley belm
<br />.Alamosa, Colorado. in aecordance with the Federal reclamation laws (Aet c
<br />June 17, 1002. 32 Stat. 388, and Acts amendatory thereof or supplementaTY tber(
