, ~~ \
t " ~~ (
q~v.

.

the environment than the existing dam.
tional land plus the area required for
the development of these lands for any

Inundation of addi-
the dam will preclude
other use.

(2) Enlargement of Twin Lakes from the existing surface
area of 2,397 acres to 2,805 acres at the top of the new
active conservation pool will intermittently inundate
approximately 408 additional acres ,of land and about 1 mile
of Lake Creek above the existing reservoir. There will be
a shoreline of 13.7 miles at active conservation pool level.
Borrow areas, rock quarries and aggregate sources will alter'
natural contours and denude some areas of natural vegetation.
The principal borrow area lies within the beaching area.
Aggregate will be processed from the Sinclair Aggregate
Source and rip rap will be obtained from the Perry Peak
riprap source.

(3) The clearing of 28 acres of coniferous trees will be
required along the south shoreline of the enlarged reservoir.

(4) Ice which forms on Twin Lakes during the winter is
expected to slip and bend at the perimeter with daily
fluctuation of the lake. Although some shelving may occur,
it is not expected that ice fishing will be severely
impaired.

.

(5) About 736 acres of the reservoir floor are presently
exposed by annual fluctuation. Up to l,llO acres of
reservoir floor will be exposed when the enlarged reservoir
is at minimum pool level. The water level will be above
minimum pool most of the time. Water levels near minimum
pnnl ~ill ~ouully u~~ur only during periods when inflow and
precipitation are low, so erosion of the exposed lake floor
will be minimal. Some turbidity may result, as in the past,
when lakeshore areas are exposed to wind and wave action.

(6) Underwater excavation of the Mt. Elbert Pumped-Storage
Powerplant tailrace channel will result in some temporary
localized turbidity in the lower lake. Construction of the
Twin Lakes Dam may cause a slight amount of turbidity in
Lake Creek, but not in the lake since the new dam will be
constructed about 2,500 feet downstream from the existing
dam.

(7) Turbidity in the stream may result from pumping to
dewater the cutoff trench, river ouLlet works and spillway.
Turbidity may also result from runoff over freshly disturbed

.

IV-]l
