443G

.

t. The Project requires a total of 37,756 acres of land of
which about 240 acres is easements for transmission lines,
2,000 acres is easements for conduits and the remainder
of about 35,500 acres is purchase of private and State
land and transfer of federally-owned and administered
lands to the Project.

The total acreage involves a significant change in land use
within the Project development area. Preacquisition use of
'land is broken into private and public. Private land use
includes residential purposes, businesses, grazing, dry land
farming, irrigated farming, ranching, and tourist-related
activities. The public land use includes grazing, and
management for timber, watershed protection, wildlife,
recreation and transportation.

.

The Project will convert the private and public uses of the
land to Project purposes which include water storage, access,
recreation, fish and wildlife, and operation and maintenance
facilities. Of the total right-of-way acquired, 34,760 acres
(or 90 percent) is for the six storage reservoirs. These
land uses will be for public purposes and most will be avail-
able to the public, primarily for recreation purposes. The
area designated for wildlife management will be exclusively
for wildlife habitat as opposed to incidental habitat under
the private and multiple-purpose practices.

Construction of Project features will ultimately require the
clearing of 6,166 acres of land. Borrow areas comprise 3,512
acres of the total requirement and 45 acres will be required
to accommodate tunnel spoil. Of the 3,512 acres for borrow,
about 1,500 acres are outside of the reservoir inundated
areas and require rehabilitation.

u. The construction of the Project will require a substantial
commitment in the amount of fossil fuel to run the construction
equipment, vehicles, and heat the temporary construction
related buildings over an estimated 15-year period.

Lubricants, antifreeze and other petroleum base products will
also be used by the construction equipment.

Electricity will also be required to operate some of the
equipment and light the buildings and construction sites.
These uses will increase the demand of base load energy
supplied primarily by fossil fuel.

.

The operation of the Project will require petroleum products
and fuel for vehicles. SOme specialized operation and mainte-
nance equipment, and heating facilities.

IV-46
