<br />30~3S <br /> <br />. <br /> <br />. <br /> <br />~~:?.2,!d!.!!'Q!! <br /> <br />WH~S, it has been proposed by the Bureau of Reclamation of the Depart- <br />ment of the Interior of the United ~tates to build a reservoir near Fort ~organ, <br />Colorado, at what is kno,vn as the Narrmvs site, to have a total capaa1ty of <br />1,800,000 acre feet, of which 250,000 acre feet would be for flood controljand <br /> <br />V~REAS, the matter is being consider~d by the Colorado Conservation Bo~rd <br />with a view to making recommendations of behalf of Colorado respecting such <br />project, <br />NOli, THEREFORE, BE IT RESOLVED I <br /> <br />That said Board should represent the position of Colorado tobe as follows I <br /> <br />1. From the standpoint of flood control, a number of small reservoirs <br />to control tributaries before damage is done should be thoroughly investigated <br />as a substitute for the Narrows Reservoir. <br /> <br />2. Consideration should be given to moving the Narrows Reservoir to a <br />nearby site for construction on a much smaller plan which will overcome damage <br />. to the existing econo~ which would be dislocated by the construction of the <br />presently proposed reservoir. <br /> <br />3. That this organization believes that priority should be given to the <br />Chatfield flood control project over the lJarrolls Reservoir project because said <br />former project will give upstream protection between its location and the <br />location of the Narrows Reservoir, and after its construction, experience may <br />demonstrate that is construction together with construction of other upstream <br />reservoirs will make it possible to greatly economize on the construction of a <br />reservoir at or near the Narrows site. <br /> <br />4. Construction of higher reservoirs will tend to benefit downstream <br />irrigation thus producing incidental benefits from the headwaters through the <br />entire length of the Platte River in Colorado, as well as. gaining the benefit <br />of more complete flood control protection. <br /> <br />ATI'ESTI <br /> <br />Robert F.
