Resolution concerning Narrows Reservoir <br /> <br />\ihereas, certain proposed structures and dams for impounding irrigation and <br />flood vmters, with particular reference to the Narrovrs Dam, appear not to be <br />physically feasible or economically ~'acticable for the following reasons: <br /> <br />(a) It would largely eliminate possiblity of effective flood protection for <br />large areas above the dam. <br /> <br />(b) dore adequate storage and use of irrigation and flood water can be <br />effected by structures constructed up stream. <br /> <br />(c) Reduced sedimentation and control of same can be better effected by <br />construction of upstream structures. <br /> <br />(d) All phases of upstream conservation of soil,and ,,~ter, as well as flood <br />prevention, would be accomplished as is being projected by the Kiowa- <br />Bijou flood prevention program. <br /> <br />(e) Proper structures located on upstream areas and tributaries in lieu of <br />mailO c~,,,,..nel storr,ge dams ",ould provide adequate reta,rd2,tion and stor- <br />alOe Cl. di"erted and excess flood Haters to permit more beneficial use <br />of wCe.",,"' and protect Colorado in cODlpliance within provisions of inter- <br />state c..1mpacts, <br /> <br />Now, therefore, be it resolved that the sub-committee on conservation policy <br />of the State Agricultural Planning Committee oppose the construction of <br />structures such as the Narr0\1s Dam because it believes the Same e}:penditures <br />will result in more permanent flood protection, conservation measures and <br />better utilization of all waters, <br /> <br />2. Resolution Concerning Kiowa-Bijou Flood frevention ~rogram <br /> <br />"hereas,a serious flood problem exists in a seven-county area in north- <br />central Colorado, and <br /> <br />\Ihereas, the leadership in the ]:Tevention program is being developed and <br />administered by farmers and ranchers ;/ho have organized an action. committee <br />and have obtained the cooperation of State and Feder~l agencies in a one <br />million acre critical area, and <br /> <br />Vlb.erea:s, they realize that upstream cont.rols ~C.. __<:ting of all basic conserva- <br />tion practices are essential to the overall p,-c, .,':,.", and <br /> <br />Vlb.ereas, greater support, both public and priv~te, is necessary to satisfact- <br />orily achieve the objectives of the program, <br /> <br />Therefore, be it resolved that the sub-co~nittee on conse,-vation policy of <br />the ::;tate Agricultural Planning Committee endorses the i(iovia-Bijou Flood <br />Prevention irogram, conunends the 1l0rk of the action committee, and reconunends <br />that appropriate provisions be made to take care of those projects not covered <br />by facilities of ::;tate or Federal agencies. <br />
