<br />1 <br /> <br />INTRODUcrION <br />On November 16, 1977, I was asked by the U.S. Bureau of <br /> <br />Reclamation, Denver Office, to make an independent review of the <br /> <br />preliminary analysis of the safety of the Narrows Dam, Pick-Sloan <br /> <br />Missouri Basin Program, Colorado. <br /> <br />The review is to determine if a safe foundation exists and if <br /> <br />a safe earthfill structure can be constructed upon it. The report is <br /> <br />to cover the foundation geology and the foundation seepage conditions, <br /> <br />particularly at the end of the proposed slurry trench in the right <br /> <br />abutment, and shall include an evaluation of the adequacy of the <br /> <br />proposed maximum e.'llbankment section. <br /> <br />In Denver, on December 5, 1977, a briefing was given on previous <br /> <br /> <br />work on the site. A list of all materials provided ,for this review is <br /> <br /> <br />included as Appendix l'. of this report. <br /> <br /> <br />On December 6, 1977, an inspection trip was made to the Narrows <br /> <br /> <br />Dam site to examine rock and soil outcrops, make a quick inspection by <br /> <br />air reconnaissance over the dam and reservoir sites, and see some of <br /> <br />the places designated as sources of material for the embankment. U.S. <br /> <br />Bureau of Reclamation personnel from the Ft. Morgan field office, <br /> <br />together with representatives from the Denver office, served as guides <br /> <br />for this inspection trip. <br /> <br />The plan was to present the results of this review orally in <br /> <br />Denver on January 10, 1978 and to submit a written report on January 16, <br /> <br />1978. <br />
