<br />.- .., ....- <br />~V~.:., <br /> <br />SUMMARY <br /> <br />" <br /> <br />REVIEW ISSUE INVESTIGATIONS <br /> <br />The following is a summary of the results of investigations which <br />have taken place since the President's Water Resource Projects <br />Revie~ in April 1977. The investigations were carried out by the <br />lower Missouri Region of the Bureau of Reclamation with assistance of <br />the Bureau's Engineering and Research Center and various other Federal <br />and State agencies. <br /> <br />Safety of Narrows Dam and Reservoir Seepage <br /> <br />The results of stability analysis and foundation studies accomplished <br />by the Engineering and Research Center indicate that a safe dam can <br />be constructed at the Narrows site. In addition, an independent safety <br />review panel has conducted an independent review of the foundation <br />geology, foundation seepage problems, and feasibility embankment <br />design, and concluded that a safe dam can be built at the Narrows Dam <br />site uSing state-of-the-art techniques. The panel members agreed that <br />some of Reclamation's foundation seepage analysis assumptions were <br />unduly pessimistic and may have led to overly conservative conclusions. <br />A summary of the panel's oral briefing is included in the appended <br />materials. In addition, letters from individual panel members are <br />appended, which confirm that a safe dam can be constructed and that <br />the panel members are in agreement on the findings. <br /> <br />Studies to date by the Geological Survey concerning the seepage <br />potential from Narrows Dam and Reservoir indicate seepage rates below <br />the estimates made by the Bureau of Reclamation. Final results from <br />the "transient" study will be published by the Geological Survey in <br />November 1978. Preliminary results indicate that the seepage rates in <br />the "transient" state would be less than the steady-state. <br /> <br />Flood Control <br /> <br />. <br /> <br />A report has been prepared by the Corps of Engineers reviewing their <br />estimate of the flood control benefits of the Narrows Unit. The Narrows <br />Unit would reduce downstream flood damage potential by 16 percent taking <br />into account the effect of upstream impoundments. Bijou Creek is not <br /> <br />, <br />
