The Department
of the Interior's review team recommended that funds for continued
construction of the Narrows Unit be deleted from the fiscal year 1978
budget pending further investigation of the five unresolved issues.

The Bureau of Reclamation was directed to carry out investigations of the
ypresolved issues, some of which were already being studied at the time
of the President's review.

.'......w..

'The purpose of this report is to present the results of these additional
studies. The intent of these studies is to develop additional information
that would assist in making a determination on whether or not to recommend
continuing funding for construction of the project. If funds are allocated
for construction, more detailed design studies, management plans, and
operating principles will be developed.

PROJECT DESCRIPTION

The Narrows Unit of the Pick-Sloan Missouri Basin Program was authorized
by Public law 9I-389 in I970, as a multiple-purpose water resource
development project. Federal funds totaling $6,557,452 have been
expended to date in preauthorization investigations, preconstruction
activities, and land acquisition.

The Narrows Unit would be located in northeastern CDlorado along
the South Platte River as shown on the map included as the frontispiece.
Authorized project purposes include supplemental irrigation, flood
control, recreation, fish and wildlife enhancement, highway improvement,
and potential municipal and industrial water supplies. Features to be
constructed for these purposes are Narrows Dam and Reservoir, a fish
hatchery and rearing unit, and several public-use recreation areas.
Jackson lake Dam and Reservoir would be acquired and converted from
irrigatiDn use to recreation and fish and wildlife uses. In addition,
a 5-I/2-mile-long cold-water fishery would be established immediately
downstream from Narrows Dam.

.

5
