9. Because of the coordinated operation, except for energy

that would be generated by water which otherwise would be spilled at

Hoover Dam, no secondary energy will be generated at Hoover.

10. iVhenever Glen Canyon storage has reached elevation
3,700 or May 31, 1987, has occurred, these principles and criteria
will no longer be applicable, or if in the judgment of the Secretary

11. In the annual application of the flood control regu-
lations to the operation of Lake ~lead, recognition shall be given

to available capacity in upstream reservoirs.
