The College of Forestry, Wildlife and Range Sciences <br />and the Wilderness Research Center are to be congratulated <br />for establishing this new series. I hope it will contribute to <br />balanced land and resource management. <br /> <br />The chance to speak here on "Wilderness in a Balanced <br />land Use Framework" is a treat for me. That subject has <br />claimed a good deal of my time during 20 years in the <br />Senate. And, being from Idaho, I have had more opportunity <br />than most to savor wilderness. <br /> <br />The Early Controversy <br /> <br />Passage of the Wilderness Act in 1964 marked the <br />beginning of a legislative effort to preserve certain Federal <br />lands in their natural state. The act was preceded by 8 years <br />of lively debate in Congress, in the press, and in public <br />
