RE: Notice of Delivery to the Offset Account in John Martin Reservoir

Dear Mr. Pope:

The purpose of this letter is to provide the notice required by paragraph 3 of the Resolution
Concerning an Offset Account in John Martin Reservoir for Colorado Pumping dated
March 17, 1997 ("Resolution") of a delivery of water to the Offset Account. This letter provides
the monthly reporting of deliveries to the Offset Account from the Lower Arkansas Water
Management Association (LA WMA) shares of the Highland Irrigation Company using the
procedures described in my letter of August 25, 1997 which provided the initial notice of the
delivery of water from this replacement source. This report provides the information for the
month of October, 1997.

Enclosure I contains the accounting spreadsheet for the month of October, 1997. The format of
this spreadsheet is provided and described in my letter of August 25,1997. Enclosure 2 contains
the accounting sheet for the Offset Account for October which reflects the delivery of the
quantities reported iI). Enclosure I to the appropriate subaccounts of the Offset Account.

The following table summarizes the delivery of water into the Offset Account during the
reporting period. As stated in my August 25, 1997 letter, the return flow water is being stored in
the Offset Account for delivery to conservation storage in John Martin Reservoir during the
months of December, 1997 and January, 1998.
