Results of this analysis inclicate the aclvisability of implementing the
iclentifiecl most cost-effective salinity control program regarclless of
where or which state the salinity increases occurrecl. Colorado will
contain the major programs, ancl these projects will serve to counter-
balance salinity increases in other areas. Wyoming coulcl not physically
be able to control its own salinity increases.

10. The scope of the Lower Gunnison project should be expancled by the Water
ancl Power Resources Service to include all of the irrigatecl lancls in the
area, ancl not be restrictecl to only the Uncompahgre Project lancls. The
canal and lateral lining program which has baen proposecl by the WPRS is
not cost-effective and should be re-evaluatecl. The possibilities for
gravity-powered sprinklar systems and closed conlluit canal and lateral
. . linings in .the North fo.rl< of the Gunnison RiVfJ!r should be ejeatlined.

.,~ ii. There is a c1efinite need to obtain fJ! better c1e.ta base for several of the
areas, especially McElmci Creek in southwestern Colorado.. Tlle gTounclwater.
base flo..,s in the Lower Gunnison. McElmo Creel< and tlle Uintah Basin
require further effort. Seepage rate data for canals and laterals in
almost all of the areas are lacking ancl neecl to be collected in order to
define the most cost-effective incremental canal ancl lateral lining
programs for each area.

12. It is recommenclecl that stuclies be initiated in the Price-San Rafael,
Uintah, Me Elmo ancl Lower Gunnison areas to determine the relative magni-
tucle of the natural salt contribution for the irrigatecl areaS. This
information would be necessary to delineate the more exact cost-
effectiveness functions for a c1etailecl construction program.

Ii>

,

11

.e.

".;"
