Never-the-1ess the assistance and incentives likely to be needed <br />to carry out an effective salinity control program in the Grand Valley in <br />the near future will require further emphasis and/or funding by both State <br />and Federal legislative and executive branches. <br /> <br />Current authorities of the Department which can be utilized in the Colorado <br />River Basin are as Yo110ws: <br /> <br />1. Technical and financial assistance for laterals and group water manage- <br />ment systems: <br /> <br />- P.L. 83-566, Watershed Protection and Flood Prevention Act (SCS) <br /> <br />- Resource Conservation and Development Projects (Colorado-Big Country <br />Project now in final planning phase) (SCS) <br /> <br />- RECP (Rural Environmental Conservation Program) This program is now <br />being fonnulated (ASCS) <br /> <br />2. Technical assistance for on-fann soil and water conservation and <br />management measures: <br /> <br />- Conseryation Operations, assistance to Soil and Water Conservation <br />District~ (SCS) <br /> <br />- Accelerated assistance available in P.L.-566 and RC&D areas (SCS) <br /> <br />3. Financial assi~tance which may be available for on-farm soil and water <br />conservation and Quality improvement measures: <br /> <br />- Rural Environmental Conservation Program (ASCS) <br /> <br />- Long-ranqe cost-sharing provisions of P.L.-566 (implementation not <br />yet authorized) (SCS) <br /> <br />Studies Needed <br /> <br />:h~ foregoing information is based upon the best information available, but <br />falls short of meeting the needs of an implementation program both as to <br />the specific measures which should be installed and to the impact of these <br />measures in reducinq salt pick up.
