<br />I <br /> <br />I <br /> <br />late seventies in assessing the potential for nonfederal irrigation deve- <br /> <br /> <br />lopment of the area. The findings from their study contributed greatly to <br /> <br />the formulation effort. The District also selected an informal Steering <br /> <br /> <br />Committee to assist in identifying public concern and opinions and communi- <br /> <br /> <br />cating them through the public involvement process. This steering commit- <br /> <br /> <br />tee became the board of directors to Lake Andes-Wagner Water Systems, Inc. <br /> <br />which is a non-profit entity formed to represent the irrigation district <br /> <br /> <br />members which would be served by the project. Lake Andes-Wagner Water <br /> <br /> <br />Systems, Inc. secured a loan from the State to complete planning studies <br /> <br /> <br />for a major portion of the project lands. The State of South Dakota has <br /> <br />taken an active role in the study process, contributing services in the <br /> <br /> <br />area of public involvement and study coordination. <br /> <br />I <br />I <br /> <br />I <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />The Summary Table shows the main features, costs, benefits, and four <br />accounts for the project. <br /> <br />Co~clusions <br /> <br />The Preferred Plan for the Lake AnJes-Wagner Unit is economically justified <br />and financially feasible. <br /> <br />I <br /> <br />The net effect of the unit on enviionmental quality will be neutral or <br />insignificant. <br /> <br />I <br /> <br />I <br /> <br />The net effects on regional development and social conditions will be <br />beneficial. <br /> <br />I <br />I <br /> <br />The plan passes the four tests of ~iabi1ity (completeness, efficiency, <br /> <br /> <br />effectiveness, acceptability) and is supported by the State and local <br /> <br /> <br />interests. <br /> <br />I <br />I <br /> <br />Recommendations <br /> <br />It is recommended that the Preferred Plan be considered for authorization <br /> <br /> <br />for construction by the Secretary of the Interior as the Lake Andes-Wagner <br /> <br /> <br />Unit, Pick-Sloan Missouri Basin Program, substantially in accord with the <br /> <br />I <br /> <br />I <br /> <br />S-v <br />
