late seventies in assessing the potential for nonfederal irrigation deve-

lopment of the area. The findings from their study contributed greatly to

the formulation effort. The District also selected an informal Steering

Committee to assist in identifying public concern and opinions and communi-

cating them through the public involvement process. This steering commit-

tee became the board of directors to Lake Andes-Wagner Water Systems, Inc.

which is a non-profit entity formed to represent the irrigation district

members which would be served by the project. Lake Andes-Wagner Water

Systems, Inc. secured a loan from the State to complete planning studies

for a major portion of the project lands. The State of South Dakota has

taken an active role in the study process, contributing services in the

area of public involvement and study coordination.
