<br />I <br /> <br />I <br /> <br />SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS <br /> <br />I <br />I <br /> <br />Summary <br /> <br />The Lake Andes-Wagner Unit is located in Charles <br />The Preferred Plan is to irrigate 45,000 acres. <br /> <br />Mix County, South Dakota. <br />Water would be pumped from <br /> <br />I <br /> <br />Lake Francis Case, which is formed by Fort Randall Dam on the Missouri <br /> <br /> <br />River. In addition, the South Dakota Department of Game, Fish and Parks <br /> <br /> <br />will cost-share construction of a fish-rearing pond on North Bay for enhan- <br /> <br />cement of the Lake Francis Case fishery. <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />The Lake Andes-Wagner Unit was investigated as a part of the study of the <br /> <br />Lower James-Fort Randall Water Diversion Proposal, a feasibility study <br /> <br /> <br />authorized by Congress on October 27, 1972. The purpose of the <br /> <br /> <br />Lake Andes-Wagner Unit study was to determine the feasibility of providing <br /> <br /> <br />irrigation water to arable land in the project area. <br /> <br />I <br />I <br /> <br />The area is sparsely populated. Lake Andes and Wagner (population - 1,136 <br />and 1,665, respectively) are the major population centers. Since 1950, <br />Charles Mix County has experienced a net outmigration, and the rural popu- <br />lation has continued to decline. Agriculture is the main stay of the econ- <br />omy. About 20 percent of the population in the immediate project area are <br />native Americans of the Yankton sioux Indian Tribe, among whom the <br />unemployment rate is about 75 percent. <br /> <br />I <br /> <br />I <br /> <br />The principal features of the preferred plan for Lake Andes-Wagner Unit <br />are the main pumping plant, six large relift pumping plants, five smaller <br />relift plants, the main canal system, and the drainage system. The fron- <br />tispiece map shows the project area and the location of the pumping plants <br />and major canals. The main pumping plant, North Bay Pumping Plant, will be <br />located on an arm of Lake Francis Case called North Bay. Water will be <br />pumped up to the head of the main canal for delivery to project lands. <br />Relift pumping plants will serve lands in those areas which are higher than <br />the canal. An irrigation management system is a part of the plan to ensure <br />high efficiencies and limited application of water.
