For this reason, they may not reflect actual findings and <br />results in the separate states. Significant differences from normal <br />suggested ranges have been documented by the state(s) projecting such dif- <br />ferences. <br /> <br />A conceptual framework and illustration of relationships between water <br />use, water loss, and water conservation methods will be discussed in the <br />Introduction Section. Criteria for assessing individual practices and a <br />decision matrix for use by the states in selecting that set of practices most <br />relevant to their alternative development strategies is also provided. <br /> <br />The main body of the Report is devoted to description and evaluation of <br />a large number of potential water conservation and water use efficiency prac- <br />tices, with discussion of relevant evaluation criteria. <br /> <br />A brief discussion of needed research and testing of various practices, <br />and a summary of the main findings of the Report is provided including sec- <br />tions on environmental, institutional and cost considerations. An evaluation <br />of the relative effectiveness and suggested prioritization of practices from <br />a regional perspective is included in the Summary. This is intended to <br />assist the High Plains Study Council and other decision makers in identifying <br />needed action programs for the separate states and any necessary implemen- <br />tation measures needed to activate such programs at an early date. The <br />findings and conclusions from this report are intended to complement and not <br />substitute for the recommended practices/technologies selected by qualified <br />in-state sources as the most relevant to their states needs and capabilities. <br />A compilation of "Selected References" of the more useful and recent state- <br />of-the-art literature on the various practices concludes the report. The <br />references are arranged to correspond to the organization and grouping of <br />practices as presented in Section II - Management and Technological <br />Assessments. A glossary of the more important terms and concepts rel ati ng <br />to agricultural and irrigation water management and use is also included <br />in the front section of the report. <br />
