Inasmuch as this report is based on the sponsor's plan for the <br />development of the Florida Project made prior to June 1948, the Fish <br />and Wildlife Service should be advised of any changes in plans for <br />structures or methods of opera.tion so that a modified fish and wild- <br />life report can be prepared. <br /> <br />50. The net effect of the Florida Project would be beneficial to fish <br />and wildlife resources if the project is built and operated as proposed <br />by the sponsor. The net annual value of this benefit is estimated to <br />be $2,400. Additional values can be derived from the project, however, <br />if recommendations (a) and (c) below, are followed. Incorporation of <br />these recommendations in the plan of improvement would increase the <br />annual value by $3,300 at an annual cost of $1,400. <br /> <br />51. It is recommended that: <br /> <br />(a) The project plan be modified to provide construction and main- <br />tenance of fish screens near the headgates in the Florida Farmers Ditch <br />and in the Florida Canal. <br /> <br />(b) Any other diversion which future investigations show to be <br />resulting in significant losses to the fishery be provided with screens. <br /> <br />(c) The Florida River from the Durango pipeline diversion to U. S. <br />Highway 160 bridge be provided with stream and channel improvements <br />designed' to create the best possible conditions for trout with the small <br />stream fiows that would prevail. <br /> <br />(d) Large changes in volume of release be made gradually to avoid <br />excessive velocity and turbulence in the stream below the dam. <br /> <br />(e) The United States obtain title in fee simple to all lands in <br />the reservoir area to at least the top of the maximum pool. <br /> <br />(f) In planning for public use of the reservoir area, the sponsor <br />make provision for access adequate for the needs of anglers and hunters. <br /> <br />(g) Management and regulation of the fish and wildlife resources be <br />vested in the Colorado Game and Fish Commission. <br /> <br />(S~d.)
