I am sending one copy each of the following documents: <br />(1) the 8ureau's draft "Strategic Plan" and (2) "Hydropower 2002." An <br />additional 40 copies of each report will be shipped this date under separate <br />cover. <br /> <br />As we di~cussed, neither of these documents has been officially released <br />and ther~fore, it is important to treat them with some sensitivity. The <br />reason for giving them to you and the members of the Western States <br />Water Cduncil now is to be able to receive valuable input as we "nllli..e <br />the "Stra~gic Plan." Commissioner Dennis Underwood is looking forward <br />to meetirig with you and the members on January 9, 1992. <br /> <br />Let me explain the relationship of the two documents. The draft "Strategic <br />Plan" is the overall document to help guide us through the future. Within <br />the plan, you will find 5 major sections including 2S different elements. <br />One of these elements is energy, and the "Hydropower 2002" report is <br />designed to show what we intend to do to implement the energy element. <br />Therefore, if one reviews the "Strategic Plan" and couples that with a look <br />at "Hydropower 2002," with the understanding that similar reports will be <br />prepared for the other 24 elements, you can get a pretty good idea of <br />where we are going and how we intend to get there. <br /> <br />;1'- <br />;tt <br /> <br />P.2/3 <br /> <br />, J <br /> <br />
