<br />W <br />.+::00 <br />IV <br />00 <br /> <br />Building Partnerships . . . <br /> <br />. <br /> <br />Reclamation will continue to pursue comprehensive solutions <br />to complex water resource problems in the Nation. Finding <br />balanced solutions which can be implemented at a reasonable cost <br />while simultaneously protecting the environment, maintaining <br />high safety standards, and protecting Federal investments will <br />require innovation, creativity, farsightedness, and close <br />cooperation with other Federal and non-Federal entities. <br />Reclamation's unique scientific, engineering, and technical <br />expertise and resources can help accomplish these objectives. <br /> <br />Opportunities exist for Reclamation to enlist the talents and <br />resources of others in confronting the economic and technological <br />changes of the 1990's and beyond. By working with Federal, <br />State, and local governments and the private sector to develop <br />solutions to water resource problems, Reclamation can most <br />effectively help satisfy the Nation's water and related resource <br />needs. Cooperative initiatives include facilitating exchange of <br />technical information with other agencies, academic institutions, <br />foreign governments, and the private sector; sharing assets and <br />participating financially with others to enhance the collective <br />ability to develop and manage water resources; transferring <br />ownership and/or operations of facilities and lands when in the <br />public's best interest; and participating in demonstration programs. <br /> <br />Cooperative programs are being developed with schools and <br />universities, State and Federal agencies, water and power user <br />organizations, environmental groups, and the public to encourage <br />involvement and foster the exchange of information in resource <br />management, development, and protection activities. <br /> <br />This section of the Strategic Plan contains four elements for <br />pursuing and strengthening partnerships. <br /> <br />, <br />-':; <br /> <br />DRAFI' <br /> <br />L <br /> <br />"~' ,~ .. <br /> <br />Jk. .'
