Ensure that existing or revised policies, contractual <br />arrangements, and rate structures will lead to: <br /> <br />- recovery of all reimbursable costs within the authorized <br />repayment period <br />- recovery of interest on new investments at rates that reflect <br />the United States' cost of obtaining money <br />- recovery of all reimbursable operation and maintenance <br />expenses in the year incurred <br />advanced payment of replacement costs <br /> <br />,{ <br /> <br />; <br /> <br />. Establish cost sharing and financing policies for beneficiaries of <br />new developments and system improvements. <br /> <br />.
