The individual or organization that con- <br /> <br />troIs or is responsible for dhcharge of irrigation return flow must ap- <br /> <br />. <br /> <br />ply for the permit. The individual farm operator is not necessarily <br /> <br />responsible for the application. Thus, an irrigation organization that <br /> <br />controls return flow from 3000 acres to navigable waters must apply <br /> <br />. <br /> <br />even though one individual may be supplied with water for 3000 acres <br /> <br />or more. Land serviced by IlOO irrigation organizations in the United <br /> <br />. <br /> <br />States providing water to 3000 or more acres represent 80 percent of <br /> <br />all acreage irrigated by such organizations. <br /> <br />Point sources outside the general exclusion may be identified by <br /> <br />. <br /> <br />EPA, and included in NPDES requirements.
