.

.

~
o impact of social patterns on various water quality control mechanisms.
t',.)
iol;>. The basic social concerns fall into several categories.

.

Social Climate Relative to
Water Quality Problems

A fairly thorough examination of the literature concerning the

.

sociological analysis of water quality programs reveals that almost all

have focused on the impact of such programs on social institutions. While

this is certainly a worthwhile endeavor, the neglect of the influence of

.

social factors such as public opinion, community values, population

trends, organized interest groups, etc., upon the acceptance of and

participation in different water quality programs is a serious omission.

.

There will be strong feelings relevant to the several possible scenarios

for implementation. People have forceful preferences concerning the

.

utilization of resources in the Colorado Basin. There are movements

to attract Or discourage industry" National Parks, wilderness areas,

recreational areas, etc. Organized special interest groups such as

.

speculators, realtors, large industrial interests including energy

development, ecology groups, and others are especially powerful.

These

issues involve how the people living in the seven state area prefer

.

to utilize water and related resources. The "local" preferences con-

trasted to "national" perspectives are also at stake.

.

32

.
