<br />into the feasibility of establishing a municipal <br />system but have not advanced to the stage of <br />having taken significant and tangible steps by <br />January 1, 1984. Consequently, Western is <br />revising the eligibility requirements to allow any <br />potential applicant who has already (1) filed <br />applicant profile data, and (2) specifically <br />requested an extension of the January 1, 1984, <br />deadline, to demonstrate to Western within 1 year <br />of the publication of this notice that it has <br />taken significant and tangible steps to acquire <br />the means to ,distribute power by September 30, <br />1988. Three municipalities presently meet these <br />criteria .- Map1eton, Richfield, and West <br />Bountifu 1, Utah. <br /> <br />(3) Special eligibility requirements for wholesale <br /> <br />utilities. This proposed requirement was <br /> <br />vociferously opposed by some joint action <br /> <br />agencies, while the objectives outlined were <br /> <br />supported, by at least one retail level util ity. <br /> <br />Western recognizes the many benefits of joint <br />action agencies and definitely is not opposed to <br />them. Western is committed to promoting the <br />objectives of assuring that the benefits of <br />federally-financed power are distributed to <br /> <br />67 <br />
