Wholesale utilities were required to <br />satisfy the Administrator (i) that the benefits of federally <br />financed power are distributed at the lowest possible rates <br />to consumers consistent with sound business principles, (ii) <br />that consumers can identify their true power supply costs <br />from all sources so that the costs of growth and the <br />benefits of conservation are identifiable, and (iii) that <br />retailing utilities can identify cost and other significant <br />characteristics of each of its power supplies. <br /> <br />. <br /> <br />(a) Comments: <br /> <br />Criteria are not clear about whether filing ~pp1icant <br /> <br />profile data by December 30, 1983 is an eligibility <br /> <br />requirement. <br /> <br />The deadline for filing applicant profile data should <br />be extended beyond December 30, 1983. <br /> <br />The specific actions required by 1/1/84 to obtain <br /> <br />utility status are unclear; the deadline for obtaining <br /> <br />such status should be extended. <br /> <br />.~ <br /> <br />59 <br />
