<br />only, and the basis for determining the price for <br />Federal power is potentially subject to <br /> <br />. <br />modification by the Congress, the prospect of <br />acquiring a Federal power allocation today may not <br />be a prudent basis for making a decision to create <br />a consumer-owned utility. Amounts available to <br />potential new customers are intended to provide <br />some benefit to those preference entities who, for <br />some other reason, have already initiated actions <br />to acquire utility systems, or who already have <br /> <br />utility systems. On the other hand, it would be <br />equally unjust to completely exc1ude qualified <br />preference organizations from participating in the <br />benefits of Federal power simply because the <br /> <br />economic or political circumstances of past years <br />precluded purchasing Federa1-Pq~~ earlier. The <br />appropriate distribution of power between existing <br />customers and potential new customers cannot be <br />determined in a precise manner. Western's <br /> <br />proposed distribution between these two groups <br />refl ects our judgment of what is appropriate and <br /> <br />fair under the circumstances. <br /> <br />55 <br />
