It <br />defines a class of "preference" customers who <br /> <br />shall have the first opportunity to purchase <br />hydroelectric power generated by Federal <br />reel amation, projects. <br /> <br />Thi s cl ass of preference customers compri ses: <br />municipalities and other pub1 ic <br />corporations or agencies and . . <br />cooper,atives and other nonprofit <br />organizations financed in whole or in <br />part by loans made pursuant to the Rural <br />Electrification Act of 1936. <br /> <br />]i.
