The Colorado-Big Thompson Project Annual Operating Plan documents the intended operation or Green Mountain Reservoir in accordance with the Court Decrees of October 12, 1955, and April 16, 1964, of the United States District Court for the District or Colorado in the case or the United States v. Northern Colorado Water Conservancy District, et al. (Civil Actions No. 2782, 5016, and 5017). Paragraph 6 or the Stipulation riled with the District Court on October 5, 1955, and as amended on October 10, 1955, states: Periodic plans ror the operation or the Green Mountain Reservoir shall be developed by the duly authorized representatives or the Secretary or the Interior in accordance with this Stipulation and submitted to the parties ror comment within 30 days arter the submission and then transmitted to the Secretary or the Interior ror his revision and adoption. In accordance with the requirements, a copy or the combined report which contains the Colorado-Big Thompson Project Operating Plan is transmitted to the parties or the consolidated cases for their review and comment. The Colorado-Big Thompson Project Annual Operating Plan also contains the 1989 actual operations and the 1990 outlook ror all other racilities or the Project. The Fryingpan-Arkansas Project, North Platte Project, and Western Division Power System Annual Operating Plans for the 1989 actual operations and 1990 outlook are also included in the combined report.
