Need for analysis of second~ impacts <br /> <br /> <br />Many of the most important impacts arise not from the mining and processing <br /> <br /> <br />~ se but from the presence of new population in the area, e.g., <br /> <br /> <br />road kill and poaching of wildlife <br /> <br /> <br />rlsin~ wage levels and consequent impacts on agriculture, public <br /> <br /> <br />sector employment, and other ncn-mining sectors of the local economy <br /> <br /> <br />increased road traffic and resulting costs to state and local highway <br /> <br /> <br />maintenance and to school transportation <br /> <br /> <br />air quality in towns <br /> <br /> <br />secoudary water pollution as result of growth, e.g., sewage <br /> <br />4. Mitigating measures <br /> <br /> <br />DOE should examine all options available to it to require grantees to take <br /> <br /> <br />actions to mitigate thesl"...impacts. <br /> <br /> <br />DOE should examine all options for taking action on its own, including <br /> <br /> <br />makio~ funds available for mitigation. <br /> <br /> <br />The EIS should include analysis of uncommitted m~tigation also. <br /> <br /> <br />5. Phasing of development <br /> <br /> <br />The EIS should examine alternatives for managing impacts of the action, <br /> <br /> <br />such as phasing of development to smooth out the peak influx of construction <br /> <br /> <br />workers. Phasing should take into account other activities in the area, <br /> <br /> <br />such as developments on private land, coal mines, etc. <br /> <br /> <br />6. Role of state and local governments in preparation of this EIS <br /> <br /> <br />State and local governments possess much information and expertise on these <br /> <br /> <br />matters and are willing to work closely with the team preparing the EIS. <br /> <br /> <br />(List names and phone numbers.) <br /> <br /> <br />State government (and possibly locals) would like to review the pre-draft <br /> <br /> <br />EIS, to make contributions to assure a high. quality product. <br /> <br />~~~~ <br />
