f\)
~
a)
00

.

.

.

PREFACE

The U.S. Water Resources Council CWRC) staff nas prepared this

tecnnical report under tne provisions of paragrapn Ca) Section 13 of

the Federal Nonnuclear Energy Researcn and Development Act of 1974,

as amended. The report is intended to support a summary report

entitled "Synthetic Fuels Development in the Upper Colorado Region."

Tne summary report was publisned in the Federal ReRister for public

review and comment on July 6, 1981. Support for the summary report

is provided through display and explanation of more detailed technical

information resulting from tne assessment of water supply availability

for and tne water resources implications of synthetic fuel development

in the Region.

Major elements of tne water assessment were conducted by tne

States in tne Region and Federal agencies. Coordination and manage-

ment was achieved by an Advisory Committee under leadersnip of the

Colorado Department of Natural Resources. This work was performed

through a basic agreement between the State of Colorado and WRC and

supporting agreements between either WRC or Colorado and other States

and Federal agencies. There also were specialized work activities con-

ducted through consultant contracts. Tne U.S. Bureau of Reclamation

conducted for WRC a separate but coordinated study of tne water and

related impacts in the Lower Colorado Region from synthetic fuels

development in the Upper Region.

ii
