The following measures are needed to improve water management <br /> <br />in the Basin: <br /> <br />(1) Greater coordination between Federal and State programs <br /> <br />and water, energy, and land use agencies. <br /> <br />(2) Subbasin water management plans responsive to synfuels <br /> <br />development needs but multipurpose in scope and formulated <br /> <br />on an intrastate basis, except where interstate considera- <br /> <br />tions are necessary. <br /> <br />(3) Timely water management decisions that balance competing <br /> <br />environment aod development interests. <br /> <br />(4) Improved communication among analysts, the public, the <br /> <br />energy industry, and water resource decisionmakers. <br /> <br />(5) Expansion of data collection, particularly for groundwater <br /> <br />in energy resources areas. <br /> <br />1-7 <br />
