COMMITTEE ON INTERIOR AND Il'jWJLAR AFFAIRS <br />UNITED STATES SEmATE. <br /> <br />WHEREAS, the Water Resources Council on December 21, 1971, <br /> <br />published in the Federal Register its "Proposed Principks and <br /> <br />Standards for Planning Watf'l" <lnd HC'lal(.d Land Rcsol1rcl'st1j anu <br /> <br />WHEREAS, thl' Council hfl5 proposed said prillciplps and <br /> <br />standards pursuant to the direction of th<:' Congress in the Water <br /> <br />Resources Planning Act (79 Stat, 244, as amended); and <br /> <br />WHEREAS. the Federal water resources development programs <br /> <br />have been established by the Congress to carry out the policies and <br /> <br />objectives set forth in the several Acts authorizln~ s;1id programs; and <br /> <br />WHEREAS, the' proposed principles and standards would helve a <br /> <br />significant impact upon the future of Federal water rPRourccs programs <br /> <br />which cannot be entirely evaluated until actual experience with said <br /> <br />principles and standards is available; and <br /> <br />WHEREAS, the proposed principks and standards are based upon <br /> <br />till' l'x1('nsivl' ~ltl(lit'~ (d'111(' W;ltl'l" It''SIIIII"("('S (;(l\ln('il'~i 'I ;lsk FOtTl'. and <br /> <br />are a n1odification or the Task Force reconlrncnd,Hions of June] 969; and <br /> <br />WHEREAS, the implementation of the proposed principles and <br /> <br />standards will require considerahle tr.::lining and definition before <br /> <br />project proposals ,nay be cxpl'diou:-ily 1)J'O('css(~d; and <br /> <br />WHEREAS, these proposed principles and standards also provide a <br /> <br />discount rate of 7% f:>r five yc'ars; and <br /> <br />WHEREAS, to propose such a high increase in the discount rate <br /> <br />simultaneously with new principle'S and standards denies the Congress, <br /> <br />the Council, the States, and the public the opportunity to evaluate the <br /> <br />validity, and the impact of the operation of the principles and standards, <br /> <br />by injecting a secund Inajor factor of unknown impact into the process of <br /> <br />water resource project analysis: <br /> <br />NOW, THFRFFOl<.F, thl' S,'nak <:',rnll1itl('(' on Interior and [nsulilr <br /> <br />Affairs by this reonlution n....comnH..nus: <br /> <br />'~ ...... <br /> <br />.--' <br /> <br />I <br />
