PREFACE

l'\)
en
~
0')

Evaluation of the impacts of water quality in the Colorado River has become
an inqreasing concern to policymakers, resource planners. and the general
public. As development and utilization of this resource continue. the quality of
the water will degrade. resulting in an increase of negative impacts.

Until (ecently. evaluation of the impacts associated with changing levels of TDS
(total ~issolved solids) has not been included in the economic analyses of future
water-related projects. In 1974. Water and Power Resources Service
economists prepared a preliminary analysis of the economic impacts of salinity
in theCol.orado River Basin to provide planners with additional insight for this
area of project evaluation. Major salinity impacts were identified and evaluated
as the situation permitted; however, time and resources were limiting factors
and a more in-depth analysis was recommended. Subsequently. substantial
efforts were made by researchers from the Water and Power Resources
Serviqe. the University of California, and the University of Arizona to achieve
a high degree of analytical reliability.

The results of the analysis are intended to provide a more comprehensive
working document with which Water and Power and other planners can better
account for the impacts of salinity in the future planning of mitigation as well
as development projects for the Colorado River.

Research supporting the findings of this report was conducted under the
Colorado River Regional Salinity Research Project cosponsored by the Office
of Water Research and Technology (Project B-1 0 7 Utah) and the Water and
Powe'r Resources Service. Additional information related to the study
preseilted herein and other salinity research efforts may be found in the final
report: "Salinity Management Options for the Colorado River,'"

;;;

, And,ersen.
